ISSUES

Issues & Priorities

Safe, Secure, and Trusted Elections

Wyoming’s elections are among the best in the nation, and as Secretary of State I will work every day to keep them that way. As a former Director of Elections for the State of Wyoming and an alumnus of the National Association of State Election Directors, I have firsthand experience managing election operations, strengthening election security, and working directly with county clerks across Wyoming. Wyoming elections are done right — but we can always make them better.

I believe Wyoming voters deserve elections that are:

  • Easy to vote legally.
  • Hard to cheat.
  • Transparent to the public.
  • Professional, secure, and trustworthy.

Election Integrity Without Political Chaos

I support strong election integrity measures grounded in facts, professionalism, and the rule of law. As part of Wyoming’s 2024 Election Security Task Force efforts, I worked alongside federal, state, and local partners to strengthen protections against threats both foreign and domestic. Election security is not a partisan issue — it is a national security issue.

As Secretary of State, I support:

  • Limited hand-count audits and post-election verification processes.
  • Stronger voter roll maintenance and registration verification.
  • Improved information-sharing and investigative authority to protect the integrity of Wyoming’s voter rolls.
  • I believe confidence in elections comes from transparency, professionalism, and accountability — not political theater.
  • Continued modernization of election security systems and training.
  • Cooperation with county clerks to identify vulnerabilities before problems occur.
  • Clear public communication so voters understand how Wyoming elections are protected.

Supporting Wyoming’s County Clerks

County clerks and local election workers are on the front lines of administering elections. Good government works best when state and local officials work together as a team.

As Secretary of State, I will work as a partner with local officials to ensure elections run smoothly, safely, and consistently across Wyoming. That means:

  • Providing strong training and support.
  • Improving communication between the state and counties.
  • Ensuring counties have practical guidance and resources.
  • Respecting the experience and professionalism of local election officials.

Protecting Military and Overseas Voters

The men and women serving our nation should never have to worry whether their vote will count. Those who defend our democracy overseas deserve confidence that their voice is heard back home in Wyoming.

As Secretary of State, I will work to improve the voting process for military and overseas voters by:

  • Expanding awareness of military voting options.
  • Improving ballot delivery and return timelines where possible.
  • Ensuring military personnel and their families can easily access accurate election information.
  • Working with county clerks to streamline overseas voting processes while maintaining security.

Supporting Wyoming Business

Wyoming has earned a national reputation as one of the best places in America to start and maintain a business. As Secretary of State, I will work to protect and strengthen that reputation. As a Wyoming small business owner myself, I understand that maintaining compliance with government requirements can sometimes feel burdensome and time-consuming. The Wyoming Secretary of State’s Office already delivers strong customer service every day, and that tradition should continue. As Secretary of State, I will support our employees and continue looking for ways we can improve the experience for Wyoming businesses, entrepreneurs, and investors.

Businesses deserve an office that is responsive, efficient, professional, and easy to work with.

  • Improve business compliance processes
  • Enhance customer service within the Secretary of State’s Office
  • Support and invest in Secretary of State employees
  • Identify and implement business experience improvements

Modernizing the Business Division

The Business Division plays a critical role in Wyoming’s economy and generates significant revenue that helps support our state. Our state employees work hard every day to keep these systems operating, often while managing growing workloads and aging technology. I believe supporting our staff with modern tools and resources is one of the best investments Wyoming can make. Wyoming’s business-friendly reputation was built over decades, and we must continue protecting, preserving, and improving it for future generations.

To remain competitive nationally, Wyoming must continue investing in efficient systems and modern technology that improve:

  • Filing speed and processing times.
  • Customer service and responsiveness.
  • Cybersecurity and data protection.
  • Ease of use for businesses and entrepreneurs.
  • Long-term operational efficiency and cost effectiveness.

Innovation, Blockchain, and Wyoming’s Future

Wyoming has already established itself as a national leader in blockchain and digital asset policy, and I believe we have an opportunity to continue leading the nation in responsible innovation. Wyoming has an opportunity to lead the nation in responsible digital asset innovation. As Secretary of State, I want Wyoming to remain the best place in America to start a business, develop emerging technology, and protect financial freedom — while maintaining transparency, security, and the rule of law. I support continued exploration of blockchain technology and practical ways it may improve government efficiency, business filings, security, and record management in the future. Emerging technologies should be evaluated thoughtfully and responsibly to determine how they may improve transparency, reliability, and public trust while reducing unnecessary inefficiencies. I also support Wyoming’s efforts involving stable token and digital asset innovation as our state continues exploring secure and responsible financial technologies. Wyoming should continue positioning itself as a national leader in emerging financial systems while ensuring strong safeguards, cybersecurity protections, and compliance with the law.

Innovation and responsible regulation can work together, and Wyoming is uniquely positioned to help shape the future of digital commerce and financial technology in America.

  • Support responsible blockchain and digital asset innovation.
  • Explore emerging technology to improve government efficiency and security.
  • Strengthen cybersecurity and safeguards for digital financial systems.
  • Maintain Wyoming’s leadership in financial technology and digital commerce.

Supporting Veteran-Owned Businesses

The men and women who served our nation have already demonstrated leadership, discipline, and commitment to service. Wyoming should continue encouraging veterans to bring those skills into the private sector. Supporting veterans is not just good policy — it strengthens Wyoming communities and our economy.

As Secretary of State, I will look for opportunities to:

  • Improve outreach and guidance for veteran-owned businesses.
  • Support easier access to business filing resources.
  • Coordinate with state and local partners that assist veteran entrepreneurs.
  • Promote Wyoming as a strong place for veterans to start and grow businesses.

Protecting Privacy and Business Integrity

Wyoming has long valued both business freedom and personal privacy. I do not support unnecessary federal overreach such as the Corporate Transparency Act. At the same time, the Secretary of State’s Office has a responsibility to investigate credible reports of fraudulent or unlawful business activity and to protect the integrity of Wyoming’s business system. Wyoming can remain both business-friendly and committed to the rule of law.

As Secretary of State, I will:

  • Oppose unnecessary federal overreach affecting Wyoming businesses.
  • Investigate credible reports of fraudulent business activity.
  • Protect the integrity of Wyoming’s business system.
  • Balance business freedom with strong rule of law.

Modern Technology and Public Protection

The Wyoming Secretary of State’s Office plays a critical role in maintaining the technological systems and public-facing services that support government operations across our state. Wyoming is fortunate to have some of the best public-sector technology professionals anywhere, and as Secretary of State I will work to ensure they continue having the tools and support necessary to keep our systems modern, secure, and reliable. The technology systems operated by the Secretary of State’s Office support critical functions used throughout Wyoming government, and I would be proud to help protect and strengthen those systems for the future.

In an age of rapidly changing technology and increasing cybersecurity threats, government cannot afford to fall behind. We must continue investing in systems that improve:

  • Security and cybersecurity readiness.
  • Reliability and continuity of operations.
  • Efficiency and responsiveness.
  • Protection of sensitive information.
  • Long-term modernization and innovation.

Protecting Wyoming Consumers and Providing Trusted Services

The Compliance Division serves an important role in protecting Wyoming citizens, consumers, and investors through education, oversight, and outreach. Unfortunately, scams and financial fraud continue to target vulnerable individuals across the country, often causing devastating financial harm. Wyoming must continue supporting strong consumer education and outreach efforts to help people protect themselves and make informed decisions. These services may not always make headlines, but they are important to citizens, businesses, and families across Wyoming. As Secretary of State, I would work alongside the dedicated staff in these divisions to continue delivering premier customer service while identifying opportunities for improvement, modernization, and efficiency wherever possible.

The Compliance Division also provides several important public services, including:

  • Security audits and oversight functions.
  • Notary services.
  • Apostille certification services for international document authentication.
  • Assistance and guidance for citizens navigating compliance requirements.

Conservative Leadership on Wyoming’s Boards and Commissions

The Wyoming Secretary of State serves on a number of important state boards and commissions that directly impact Wyoming citizens, businesses, industries, natural resources, and government operations. While these boards may not always receive widespread public attention, the decisions they make can have lasting effects on Wyoming’s economy, natural resources, public institutions, and communities. As Secretary of State, I would approach these responsibilities with professionalism, preparation, and a commitment to the rule of law.

These responsibilities include service on boards such as:

  • The State Loan and Investment Board.
  • The State Building Commission.
  • The Board of Land Commissioners.
  • The Canvassing Board.
  • Various additional commissions, task forces, and constitutional boards that influence the future of Wyoming.

Calm, Professional, and Fair Decision-Making

My approach would be grounded in common sense conservative principles, not political grandstanding. The role of these boards is not to create unnecessary conflict or uncertainty, but to fulfill their constitutional and statutory responsibilities in a professional and responsible manner. I believe people deserve to know they will receive a fair hearing and be treated respectfully regardless of the politics surrounding a particular issue.

When serving on Wyoming’s boards and commissions, I believe leaders have a responsibility to:

  • Listen carefully to the facts.
  • Hear the concerns of all interested parties.
  • Respect the expertise of agency professionals and staff.
  • Follow the law and established procedures.
  • Make decisions fairly, consistently, and transparently.

Building Trust Through Professional Governance

Good government depends on trust, professionalism, and the ability to work together effectively. As Secretary of State, I would work to build productive relationships with fellow statewide officials, agency staff, local governments, industry leaders, and Wyoming citizens to ensure state boards operate effectively and responsibly. My responsibility would always be to vote in the best interests of the State of Wyoming and its citizens while ensuring the integrity of the process is maintained every step of the way.

I believe Wyoming benefits when government decisions are:

  • Predictable and consistent.
  • Transparent and grounded in law.
  • Respectful toward all parties involved.
  • Focused on practical outcomes instead of political theater.

Cybersecurity, Transparency, and Protecting Public Trust

In today’s world, cybersecurity and public trust are more important than ever. The Wyoming Secretary of State’s Office manages critical systems and sensitive information that support elections, business operations, government functions, and public services across our state. These systems must remain modern, secure, and resilient against growing threats from foreign adversaries, cyber criminals, and bad actors who may attempt to disrupt operations, steal information, or hold systems hostage through ransomware and cyber attacks. As someone who helped lead election security efforts in Wyoming, I understand the importance of preparing for modern threats before problems occur. My experience in election security, public service, the Wyoming Department of Corrections, and my service in the United States Navy Reserve have reinforced the importance of vigilance, preparedness, professionalism, and protecting critical systems and infrastructure. As Secretary of State, I would support continued investments in cybersecurity, technological modernization, disaster recovery planning, staff training, and interagency coordination to help ensure Wyoming remains prepared for evolving threats. At the same time, strong security and transparent government must go hand in hand. I believe citizens deserve a government that is open, professional, accountable, and responsive to the people it serves. Public trust is built through honesty, clear communication, consistency, and respect for the rule of law. As Secretary of State, I would work to ensure the office continues operating with professionalism, transparency, and integrity while protecting sensitive information and maintaining the security of critical state systems.

Serving All of Wyoming

Wyoming is a rural state built on strong communities, hardworking people, and neighbors helping neighbors. Government services should work just as effectively for citizens in small towns and rural communities as they do anywhere else in the state. Whether someone is registering a business, obtaining a notary service, requesting an apostille, accessing election information, or working with the Secretary of State’s Office in any capacity, they deserve professional, responsive, and respectful service. The Wyoming Secretary of State’s Office already provides strong customer service, and I would work to continue building on that tradition by supporting employees, improving communication, modernizing systems, and ensuring services remain accessible and efficient for all Wyoming citizens. I believe government works best when it focuses on professionalism, responsiveness, and practical results — not unnecessary bureaucracy or political theater. As Secretary of State, my goal would always be simple: to serve the people of Wyoming fairly, professionally, and with integrity.
